Under the United States Treasury Regulation 1.170-1c, Fair Market Value is defined as: The price at which property would change hands between a willing buyer and a willing seller, neither being under compulsion to buy or compulsion to sell and both having reasonable knowledge. Appraisal fees are derived from office/clerical, phone calls, traveling distance, and research time incurred. If we are used as an Expert Witness for testimony in a court of law or deposition for the court, a separate fee will be charged and would be based on current billing rates.
